Everyone thinks government at all levels is spending too much money. Many people think government has extended its reach beyond what is desirable in a free society. Most people think in view of our current social problems there is no other way, but they're wrong--there is Another Way.

Another Way is the culmination of over twenty years of Foundation experience. HSF has proof of the enthusiasm and good feeling that young people experienced from going into their local communities in the 1995 project Alternatives For Local Governments Struggling With Limited Resources. We know most adults underestimate the capabilities of young people and their eagerness to be productive community members. They are for the most part idealistic and energetic.
