What Should Government’s Role Be As Regulator?

Content: Papers should be read to identify issues and assign points before giving any consideration to style, grammar and punctuation.

1-Why do you think government regulation is needed?              
If the issue is addressed assign 10 points

2-Give at least 3 examples of legitimate regulation and 3 examples of unnecessary regulation.
Assign 5 points for each example to a maximum total of 30 points

3-What costs are attached to government regulations other than dollars budgeted for administration and enforcement?
Assign 5 points for each example to maximum total of 30 points

4- Who should decide what constitutes over-regulation?  How should the decision be made?
5 points “who” and 5 points “how”  = maximum total of 10 points

5- Choose only one of the following and write a persuasive argument:

            There is too much government regulation today
            There is too little government regulation today
            There is just the right amount of government regulation today.

Allow 5 points for each “because...” or “sub-argument” = a maximum total of 20 points

Deduct 10 points from papers 200+ words over the upper limit (1200+) or 50+ words under the lower limit (700-)

Deduct 10 points for each Question not answered.   Evaluate the answers to Questions to rank papers that are tied or very close.

Points Trump Style
In past years we have come across many well-written papers that fail to address the issues. These outstanding papers have not won prizes because the student-writers chose to write about something he/she cared about and did not follow the rules. Do not be dazzled by excellent writing that fails to address the issues.  Omitting the answers to Questions or giving cursory poor answers may also prevent a good writer from earning a prize.

The Harry Singer Foundation is the final judge and may over rule judges who fail to follow these guidelines.
