Treasury Secretary Rubin enumerated some goals of the second Clinton administration in an address to Harvard students on December 12, 1996. He said programs were in the works to (1) equip residents of inner cities for the economic mainstream; (2) improve public safety and (3) increase access to capital. He hinted that a "moving from welfare to work" program would be unveiled shortly which emphasizes social skills as well as skill training. Social skills such as attitudinal adjustments to make former welfare recipients "job ready."
It seemed as if Secretary Rubin was talking about Another Way when he told students :
"If we had a true national commitment and a marshaling of national will around this, we could make a substantial contribution in dealing with problems in the inner cities."
Secretary Rubin was proud that the Clinton administration had successfully routed efforts by the 104th Congress to eliminate the Community Reinvestment Act, which puts mandates on banks to provide capital in areas that they may not deem credit worthy, and also derailed efforts to eliminate other government incentives which Congress deemed costly in terms of freedom as well as dollars.
Efforts to curtail government programs in general have failed because there is a consensus for the results the programs are supposed to achieve. It is natural to assume if something is not working it needs a little more of the same which usually translates to more dollars or tighter regulation. A businessman is more likely to consider that more of what is not working is the wrong formula and try another approach. Government programs will not be dismantled until another less expensive way is found to achieve what the public desires i.e. more and better social programs. Another Way is positioned to do just that via the coordination and fundraising activities of the truly Volunteer Corps.
