At the core of Another Way is a Volunteer Corps which relies upon the often overlooked abilities of young people and retired citizens. Presently both generations are viewed as part of the problem. It's time to recognize and allow them to show that they are the solution to social problems in the twenty first century.
The Volunteer Corps provides four functions:
The Volunteer Corps will prove most social problems can be handled without government. The supply of volunteers can be increased by increasing the sense of responsibility in the community.
The truly Volunteer Corps is modeled on the Scouts and other successful youth corps of the past. Young participants could be called by a locally agreed upon name, but the description should be "they promote responsibility and local heroes." There are two slogans: 1. Pass It On! and 2. Block By Block. For instance, neglected yards and lots might be adopted for a six month period by groups or individuals working on badges. Non-paying recipients of good deeds might agree to join the team and pass the good deed on in some form of service. A landlord might counter a good deed with money or donate a limited use of vacant property. If the recipient of a good deed is not capable of physical activity he/she could reciprocate by reading to a toddler, helping a child with his homework or just being there for a teen. There are limitless ways to be of service in every community.
Volunteer Corps members would evaluate resources within the community. Those resources would be leveraged by using voluntary donations of time, money, services and goods coupled with hierarchical efficient management strategies based on the 1010 concept. (Teach ten who will teach ten who will...) Members will cover Volunteer Corps overhead and provide funds to other nonprofit entities through entrepreneurial means. The staff at existing agencies will have at its disposal an army of volunteers with varying degrees of skills, and commitment. Reducing or eliminating the need to seek government subsidies will make all programs more efficient.
