The Harry Singer Foundation would provide the space and maintenance of a web page on the internet at no cost to communities. Every community would have its own forum on the Foundation site and accessibility to information posted by everyone would be as easy and inexpensive as a local phone call. Updates would be e-mailed at least once daily from the local Volunteer Corps Centers to the Foundation where they would be posted. Availability of volunteers and long term, as well as spur-of-the moment needs in the community, would be immediately known.
Making computers available to every cooperating entity would be a small initial investment because each community would leverage the usefulness of the many computers now languishing in schools, nonprofits, offices and even bedrooms. Innovations such as Web TV will make access to the internet available without computers. Although some additional equipment may be required, the greater need is for internet connection and initial instruction.
